Utility Billing

The Town of Thorsby provides water, sewer, garbage, organics, and recycling services to properties hooked up to services. These services are billed out on a monthly basis to all properties at least within five days of the first day of the month. The due date for all utilities bill is the last day of the month.

All utility bills are for the usage period of the month prior. For example, if the Town sends a utility bill on July 1st, it will reflect the usage month is June. This is because the Town cannot know what water is being used for the month until the month is over.

We do not provide power, gas, or internet utilities.


How to set up a new utility account

To set up a new utility account, you can fill out our New Homeowner Move-in Form and submit the form to finance@thorsby.ca. A read of the meter on the possession date will be taken so that you only pay for the water you use, while homeowners settle their existing usage amount. If you do not inform the Town of Thorsby that you have taken possession of your new home, our finance team will attempt to reach out via door knockers. If we are unable to reach you, you will be unable to adequately receive your utility bills in a timely manner, and you may incur penalties on your account.

How to close an existing utility account

This process can only be started if you are moving out of your home and another owner is taking possession, otherwise your account must stay active. If you are moving out, you can fill out the Previous Homeowner Move-out Form and submit the form to finance@thorsby.ca. A read of the meter will be taken, and your final bill up until the date you transfer possession to the new owners will be sent to the mailing address you provide to the Town.


Minimum Utility Bill Costs

The total minimum cost of a utility bill for a residential property within the Town of Thorsby is $105.45. The following is the cost of all services broken down:

  • Residential Water: $36.00, this includes a base six (6) cubic meters of water. Each cubic meter above six (6) is $6.00 per cube.
  • Residential Sewer: $16.45
  • Garbage & Organic Collection: $23.00
  • Blue Bag Recycling: $5.00
  • Water Infrastructure Fee: $15.00
  • Sewer Infrastructure Fee: $10.00

This means that if you do not use over 6 cubic meters of water in a month, you can expect that your utility bill each month will be $105.45.


Paying Your Utility Bill

Property owners can choose from one of the following payment options:

  • Utility Automatic Withdrawal
    • The Utility Automatic Withdrawal program allows homeowners owners to pay utilities by automatic monthly debit from their bank account. All payments would come out the last business day of the month. In order to sign up, you simply need to fill out the Utility Automatic Withdrawal Form, provide a void cheque or pre-authorized form, and submit it to finance@thorsby.ca.
  • Online
    • Log into your online bank account and go to “pay bills and transfer funds”. Select “add payee” and type in “Thorsby”. Select “Thorsby – Utilities” from the list that appears. Use your seven-digit utility account number as your account number but do not include the period. Ensure you allow enough time for bank processing, which is a recommended 2-3 business days prior to the due date. If we receive your payment after the due date because of bank processing, it will be considered late and incur penalties.
  • At the Municipal Office
    • You may pay your bill by cheque, bank draft, debit, credit card, or cash at the Thorsby Town Office from Monday to Friday from 8:30 a.m. – 4:30 p.m. Post-dated payments are accepted. Check with your financial institution to confirm your single transaction limit. Cheques are to be made payable to ‘Town of Thorsby’ and please include the property address or roll number you are paying.
  • After hours drop-box available at front entrance
    • Payment is accepted in the drop box on the right side of the main entrance door at the Thorsby Town Office. Please put your payment in an envelope.
  • Over the Phone
    • You can call and arrange card-not-present payments via telephone from 8:30am - 4:30pm Mon-Fri. Please call 780-789-3935 ext. 104.
  • By Mail
    • Please send your cheque to P.O. Box 297, Thorsby AB, T0C 2P0. Cheques are to be made payable to 'Town of Thorsby' and please include the property address or utility account number you are paying.
